AOC-USAS-L8i PC won't boot

LNP 0-7 glow orange and LED2 blinks green (heartbeat and fault). The computer boots straight to a blank screen with a blinking underscore. The jumper is set to IR/IT mode, I can't flash to latest bios because the PC won't boot to USB.
