I can't tell right off the top of my head, but it resembles both a Raijintek Orcus cooler (based on the shape of the block) and a CM ML240P Mirage (the shape of the visible impeller). It's probably a generic chinese OEM product in the same vein, and if you haven't found it yet, I'll try to track it down in the next couple of hours, because I kinda like it and might get one for an ITX window build.
