looks like bad grounding. is the monitor only two prong?

No its 3, but its got a power brick. But once I unplugged it and put it back, it stopped doing this. I guess it could be coming from the GPU as well though.
 
I just replaced my surge protectors because I was getting weird ground issues and monitor had a whine. Once I went to a wall outlet direct the whine went away. Got a new SP and all good now.
 
You should try to avoid plugging in DP/HDMI cables while PC is on.
This is supported feature and most hardware should survive that but I did have HDMI port fail on me when hot-plugging it.
It was old 80 series Panasonic plasma which were known from terrible HDMI ports but still.

Otherwise yes - strange sounds when doing what you did are a thing. Unsurprisingly 😅

Its not the sound, its the continuous arc of electricity thats bothering me lol
