Anyone Else noticing Sluggish Multitasking?

Tough call...Some things are application specific.

For instance, with my PIV 2.4 (OC to 2.8) switching out of Battlefield 2 took like 10 secs. Now with an e6400, 2 gigs of RAM and a 1900xt it's instanteous. On the other hand, Oblivion is still a badly programmed POS. Everyone crashes to desktop if you switch back by clicking in the task bar. The only way to switch back is to do a ctrl-alt-del and use the task manager. Then the Oblivion window comes up with nothing in it (still shows desktop) and you have to click the mouse to get it to come up. That takes more than a few seconds but it works...

I have had some issues with ORthos Beta, even after stopping it, doing some weird hogging of resources. Other than that I haven't seen many issues with my 1900xt...

Try burning a CD and surfing at the same time and playing some MP3s...that might isolate a drive or PCI issue.

Switches or clears out of Battlefield 2 in less than a second but only after the last patch.

Halo about 1 sec.

Painkiller and its Mod, less than a 1 sec.

UT #1, yeah I know, Instantly but Music keep playing for 2 secs.

All of the MoH and CoD type games (I have them all BTW) , instantly. I'll buy Heros when I get back from Germany in a few weeks. If he's seeing better performance on a Slower than E6300 (most cases) 4400+, then that's a dead give-away.

Might be his motherboard as he's saying. I'd think some setting or another is off or not set correctly. Or as Chris said, "drivers".

do you know how to check if the drivers are installed right?

.. As for background programs I'm running very little Norton 2006,

Norton = major system hog . It doesn't mater if you have a dual quad core sytem, Norton just sucks. Remove it. I have no issues whatsoever with Symantec's corporate line but their home side is just bloated and seems to get in too deep into Windows. Same with AOL, if you have any trace of that, assimilate it.
