---SOLVED---
f.lux was the cause. Closing f.lux fixes the problem.

Here's a recording from today.

A few days ago I was going to make some adjustments to the display color in CCC and noticed that the "Desktop Color" section of the control panel wasn't reacting to my input. I tried a clean install of the 13.9 drivers without result. Today I did a clean installation of the latest 13.12 drivers and I still have the same problem.

The Event Viewer shows these log entries under ACEEventLog (there can be several entries per second with the same message):

Win 7 64-bit

Try to redownload the install package and retest. If it still fails try another driver version. Missing files indicate usually either a corrupt install package or your hdd is going bust.

OMG lol. Well thats what you get if you fail to follow the nr 1 rule of windows handling: Install only the stuff you need - and even from those install only the stuff that you cant run on linux or OSX :D
