Any 3.5 Fan Controller without PWM?

I'm looking for a 3.5 Black Fan controller the does not use PWM (Pulse Width Modulation). Right now I am using a Noise Isolator RH-35 with PWM and it is causing my high speed Panaflos to whine at low voltages.

I appreciate any and all recommendations you guys got, thanks.

Eh im in the same boat, dont get the pc toys one either.

That aside we do have problems. Lets say your fan uses 2 watts, If you want it to do half speed anything other then a pwm controller will convert the other half of the power to heat. So the slower you want the fan to go, the more heat your controller will make. I would sugest making a 5v/7v switch or a 7v/12v switch. Wont make any more heat using switches, but you will have to make you own.
 
I just use an adjustable voltage power supply until I know what speed rating I like/need, then get a separate power supply (usually less then $10) in the desired voltage for the fans. Also takes some load of that overworked 12 volt rail, and protects you from the "bad fan fried my harddrive" syndrom.
 
I use the Volcano 7+'s fan speed controller. I remember, it was uses a very interesting method of adjusting the voltage but I can't remember what it's called exactly.
Anybody know?

Using a thermistor?
 
No they used somethinge else. Yes it had a thermistor, but it went from like 1500 rpm to 5000 rpm and never growled like the pwm, and it didnt convert the exess voltage to heat, like the transistor regulator ones.
