Does this make a good additive? Also, is it safe to have ethylene glycol in your water?

yes, and I believe yes. as for how much to mix, anywhere from 10% to 50% is fine (though stick closer to 10%). I say 20% is great.
 
I would stay closer to 20% tops. I used to run a 50/50 mix, and I could tell my temps were suffering from it. I can't be sure of the differnece, since I changed my coolant (no more antifreeze at all) after a total re-layout, but my guesstimate is a few degrees c.

THe problem is multifold. First the antifreeze has significantly lower thermal conductivity capabilities compared to water. Second is that I suspect the thicker consistancy of the antifreeze was impacting my flowrates.

The biggest bonus....I don't have to worry about expensive tubing getting permenately dyed green anymore :)
