Truepower is better... it gives more stable output voltages and is more powerful within the same advertised wattage (not by rating, but in reality). Also it has a fan on the bottom of the unit as smartpower does not.
The Smartpower does have a fan in the bottom, and in the back. The difference is the True power series has dedicated circuitry for the 3.3, 5, and 12 volt rails whereas the Smartpower, like a majority of other power supplies, does not. It also has voltage feedback so that it can adjust the voltages on it's own to stabalize them further.
Completely different PSUs. The TruePower uses a more complex system to keep the rails stable. The rails are also separate. It is a better PSU. I will be getting one as soon as I have some extra $.
