is this normal ?

as you can see that the 5V is jerking, but still in +-3% range


also i find that the FAN spins too low 1200RPM, and the psu is a little hot.

any idea how i can increase to 2000RPM ??

That all depends. That graph doesn't really give an accurate representation of how big the float is. If that fluctuation only spans a tenth of a Volt (as I suspect it may from that graph) then that's perfectly normal. It may not even be the PSU, it could be your board that is reading it incorrectly.
