I noticed the ampere ratings on this PSU are rather low, is there a reason for that?

wow, do you actually work for Antec?
 
Newbie question here... if they are seperate rails, how do you combine them to make up that 33A or whatever?

you have 2 seperate 12V rails

on 12V1, you have 18A; on 12V2, you have 15A

total amps on 12V is 33A
