I have an Antec HCP-1200, and lately I've been noticing my -12v rail spiking around -9.66 volts, this seems a little high. I looked into it and ATX -12v spec is +/- 10%, or 1.2v and antec says in the manual that the rail is regulated to +/- 6%. I did the math and that 2.34v spike puts it around 20%. is this something to be concerned about or is this no big deal? the reason it worries me is that it is beyond spec, as well as the fact that all of the other voltages are very close and don't appear to fluctuate almost at all, while the -12v fluctuates a lot and likes to hang between -11 and -10.5.

Are you measuring this through software? I'm assuming the answer is yes, since it's difficult to measure that rail with a multimeter. Software voltage readings are often very inaccurate, so you can't trust that number at all. In any case, the -12V rail isn't actually used by anything in modern PCs, so it's not something you have to be worried about.
 
get a multimeter to measure. don't trust software dude
software reports 12v rail of my Antec 850w truepower is 11.88v but multimeter reports 12.12v
