Another opinion on a computer issue

PC is a lga775 Core 2 Duo on a Asus P5B-e. It will not post (monitor remains with no signal), when turned on fans will turn on and spin but sound like they are constantly trying to spin faster and slowing down again.

A known working PSU was tested on the PC with only basics installed (cpu, mem, videocard) and displays same symptoms. Clearing CMOS results in no change.

Memory, video card and the CPU itself were tested into a known working system, and posted fine.

The motherboard has no visible damage I can see, and the power indicator still lights up.

Reluctant to test the systems actual PSU or insert a known working CPU due to possible risks.

Is it safe to conclude that the motherboard is the likely issue, and needs replacing?
 
Yes if you tested the gpu in another system. Does the monitor work when plugged into another system?
Other than that it might be the PCIE slot probably has a problem on the mobo.
 
Yes the monitor works.

The only things throwing me off slightly in regards to the motherboard is the on board power light has no issue. And I can not detect all visible damage (such as caps). Of course these do not rule out that the motherboard is indeed defective.

The other thing is, I forgot to mention, the CPU and heatsink actually had no thermal paste used (and was running like this) because the owner was "lazy" :rolleyes: I'm told the PC started up one day and displayed something about a failed overclock (never oced) then refused to post. I suspected something wrong with the CPU, but it did post in another system. Although I'm wondering if I should've went into windows and stress tested it to make sure it actually works properly. I probably should do this after getting over how much I hate the stock heatsink haha... Well actually I'm also out of thermal paste and isopropyl, and I'm not getting paid for this either lol...
