Angled transparents lines

I have an emprex 17" lcd. It looks great has a 12ms respons time and 300:1 contrast ratio. But for some reason I have noticed that on a flat black image I get really faint semi-transparent lines that appear on my screen and they sort of scroll. Is my LCD broken? or am I running dirty power thru it? If you know or have an idea feel free to post.

that's a dead giveaway of an LCD being run over an analog VGA connector. Does that monitor have DVI? If so, use DVI instead and it'll look much better. If not, try running the "auto-adjust" routine that most lcd's have where they adjust the screen size and timing automatically on VGA connections. I've usually had good luck with that sorting out image quality issues on non-DVI monitors.
