I think you need to be registered with their tech tour site. Im pretty sure you can still go if your not on the list, you'll just forgo the nice little name tag.

I went to the tour in Overland Park, Ks ( Kansas City) last Thursday.
Had a good time. They gave away a bunch of swag ( pens, mousepads, Bookbags, etc...)
Everyone that went got a T Shirt, Vista Ultimate Beta 2 and set of VoIP Headphones and a small USB Flash drive. They fed us Dinner had a few "contests" where they gave away some nice parts.

ATi was there as was MSI, Creative,Tyan, Microsoft, AMD, Foxconn and a few local vendors. And yes you can still go if not on the list , just fill out a form and pick up nametag later.

i wouldnt mind going up to atlanta to attend. having a problem finding any information though. are there any links you can give me?
