Who knows what the next 3 years is gonna bring. Just buy something decent within your price range right now and be happy. When a few years rolls around and you feel you need an upgrade then just upgrade to whatever is the latest and greatest that fits your price range.
it depend on your likes of gaming, if you like to tune down graphical settings to be at playable FPS then yes probably yes for like 1 more year, for recent gaming with ultra settings, Nope.. that card its even insufficient for today gaming.. with the crappy ports dev's are making nowadays even high-end cards have troubles to be some kind of "future proof".. actually a 280 its a mid range card and probably the next year it will be a low range-obsolete card.. so i would not buy a card like that with the hopes to keep it for more than a couple of months...
I would go out on a limb and say yes at 1080p resolution, just don't expect to max everything out. Some compromises like no anti aliasing or reduction of certain demanding settings will probably need to be made if 60fps is your target. But either way you'll still be ahead of consoles which will likely be stuck at 30fps, sub 1080p with either tons of jaggies or vaseline blurry AA for the next several years. There will also always be a few exceptions where the game is highly unoptimized which will require a beastly card to brute force it like this years Asscreed Unity, but those are usually outliers.
I picked one up a few weeks ago to replace my 4.5 year old 5850. Now instead of playing newer games at medium settings and 1080p, I can play them all on ultra settings. I can even play some of them at 2560 x 1440 resolution on high reasonably well. Keep in mind that this is with a 4.5 year old CPU as well.
Not bad at the $200 and under price point. Mine was $185 on Amazon. Prices fluctuate though, and you may not find one for that cheap.
I think it would provide a positive experience for 3 years but you will have to turn down settings and aa. There will always be that outlying game or two that needs the best card to brute force it.
