AMD PowerTune higher than 20%?

i just unlocked shaders on a HD6950, but kept the clocks and memory as the original 6950 defaults, so it wasn't a full flash to a 6970. when i overclocked the the core to 875mhz, it keeps fluctuating between 830mhz and 875mhz. when i increase to +20% in powertune, it helps a little, but does not completely stop. i want to overclock it just a little higher and without any clock fluctuations, so is there a way to overcome this 20% limit in powertune? i want to increase it to something like 30-40%, and i'm hoping there's some configuration or registry key i can change.
 
There are no tools outside of CCC that will allow you to change Powertune, so you're stuck at it's limit. Even creating a profile through CCC which allows you to input a percentage that is higher than 20% won't take effect. It just defaults back to 0%.
 
This may sound silly, but are you sure the +20% is in effect?
I say this b/c Afterburner seems to reset it to 0% every time I change clocks, then I have to go back into CCC and reset it to 20%. Sometimes it will even show +20%, but clocks will fluctuate, so I move it to +19% and hit apply and they'll stabilize at the set freq. My guess is your power control setting isn't sticking b/c +20% should be way more than enough variance to get 875mhz.
 
Are you noticing in game? My unlocked card fluctuates as well when using something like Furmark, but when I play something like The Witcher 2, the core clock doesn't fluctuate even at 99% usage.
