AMD Overdrive Problem

When I use AMD Overdrive to overclock my CPU it for some reason makes my CPU speed fluctuate as if cool and quiet were turned on. Sometimes my CPU speed will be 4300 MHz but other times it will be 800 MHz. My CPU speed stays at the 3400 MHz default when Overdrive is uninstalled so it is not an OS issue. I have gone into power options in the control panel and set CPU to always be at 100% but Overdrive still does it. Any ideas how to fix this ? I can't use my BIOS to overclock because there is no option to change the multiplier.
 
Have u looked at the power tab in CCC > CPU Power make sure the slider is at 100%? Basically it dynamically downclocks your cpu to save power when its speed isnt needed.

I don't use CCC because I have an Nvidia GPU. Don't seem to be able to download CCC without the driver.
 
I seem to have fixed the issue. I changed my power plan to High Performance from Balanced.

Well that didn't last long. Turned my computer back on today and it's as if Overdrive rset my power settings. I am going to just save up and get a new motherboard next month.
