I thought this deserved its own thread and more generally than just the AMD section.
PresentMon was developed by some Intel engineers and to date is the best way to analyse frame behaviour for DX12 games, with the benefit of being independent of internal game benchmark tool frame capturing.
The tool is rather cumbersome to use without some experience and AMD's approach is to integrate this into an easier-to-use overlay, but it will need to be seen how they themselves decided to analyse the data and their criteria.
To date HardwareCanucks/HardOCP/PCPer/PCGamesHardware/GamersNexus (more recently with some games) and a few others have moved forward with this Intel developed tool.
GamersNexus has done an article going over this if not used to what PresentMon does and its integration into AMD overlay tool with the latest Relive launch.
