AMD driver lockup

I get random lock ups, my screen will freeze for about 5 seconds, turn black and come back on. I also get a notification that the video driver recovered from a lockup or something along those lines. It will happen watching a video or playing a game. Googling the issue I've tried the suggestion of installing drivers without CCC after a clean install of Windows 7 64 bit, and I also tried install older drivers (12.4b) and neither worked. I haven't tried 12.9 yet, but was wondering if anyone else is having this issue or fixed it. I assume it's software related, but any chance it's hardware? I've been using AMD for most of my previous video cards and still once in a while I read complaints about AMD/ATI drivers. I'm considering buying a new card, maybe a 660 ti, but don't want to spend the money. I also don't want to die in D3 HC because I can't see what i'm doing.
