Ambient temperature affect with w/cooled

Noting the thread below ... I am interested to learn peoples experiences especially those that have an interest in ambient room temperature and its effect on cpu temps.....does ambient room temperatures have a noticable affect on a watercooled system - moreso than an air cooled system? seems a logical answer of 'not really' considering the cpu is completely covered by waterblock but wonder if anyone has studied it to the depth of the article below but for w/cooled systems as opposed to air
