Alternate Methods of Payment

So a member of another forum owes me some money. I won't go into too much detail, but we traded items, the items he sent me were improperly packaged and ended up nonfunctional. The difficult part is apparently getting money from his account to mine. We would use Paypal, but his Paypal is restricted and won't send money properly. Second option was to use Google Wallet, but Google refuses to verify my account because they say there was a chargeback on my account in the past, and they won't verify it until I take it back. As far as I (and my bank) can tell, there are no chargebacks from my account.

Anyone know of another, preferably fee-less way of transferring money online?
 
Yeah use a money order and have him sent it with tracking. Have him send you a copy of the receipt as well.
 
USPS Money Order is the safest way. Other money orders could get stolen by anyone during transit, or can be a pain to cash (I once got paid with a money order from New Jersey and nobody in my California hometown wanted anything to do with it!)

Barring that, there's always Amazon Gift Card.
