All these timings but what does it mean?

Ok I see all this stuff on ram about 2-2-2-3 and 2.5-2-2-3 and ddr 466 and ddr 400. Can someone explain what this all means. Is the lower the numbers the better it is. Also is having two 512 sticks of "dual channel" better then just a 1gb stick? If this was already asked please post a link. I did a search but onlly came up with people asking what to get not whats going on. If their's a site that explains this please post a link, thanks.
 
basics:

lower timings = better
higher rated speed = better (unless you don't want to overclock, don't bother with anything over pc3200/ddr400 ;))
