Air cooling.. upgrade time?

Hey, my friend has some cooling problems.First of all his room is kind of hot, he has two case fans, on the side (intake) and one in the back (exhaust) and stock amd cooling for his 1700+ Tbred. His temperatures are cpu: 65c case: 35. So i'm telling him to upgrade his cpu cooling, he doesn't want to spend more than $30.00 so this is where I need your help, i'm thinking maybe something from Thermaltake? Oh and I'm thinking that it would be better to place that side fan in the front because it is messing up his case flow but the front of his case.. well take a look for yourself linky doesn't allow for much outside air to come in. so i'm not sure?

All comments, suggestions greatly appreciated!
 
maybe thermalright sk900a with a decent 92mm fan? (the heatsink can be had for 20ish).
