if i plan on overclocking my card should i up the voltage...

right now its at 1.5v should i bump it up to 1.7

No. In my experience with high end Ati/Nvidia cards, upping it caused MORE artifacts when overclocked. In fact, some mobo's default AGP voltage was 1.6V for me and lowering it to a solid 1.5V cleaned up artifacts and stabilized it.

I'm at 1.7v right now, maybe I should take it down to 1.5v or 1.6v and see if I can get past 575 / 590. Never thought of this, thanks to the thread starter for bringing this to my attention :)
