im new to OC'ing and was wondering how would the AGP/PCI lock lead to instability, for ex. would it lead to Prime95 instability (test # 1) ??....

Keep it on.

The PCI and AGP frequencies are traditionally linked to the FSB. With the PCI/AGP lock, you no longer have to worry about high PCI and AGP frequencies bottlenecking your overclock. High PCI/AGP freqs could mean corrupted hard drive transfers and video card instability.
