Age Old HDD Formatting question

Ever since the NT3.5 days, whenever I've formatted a system partition, during the OS install, it leaves 8 MBs unformatted. Why is that? I used to know the answer, but not anymore. Everything up to XP / Server 2003 has done this. I usually remove that 8 MB by expanding the system partition to use 100% of the drive, without issue. I was just curious as to why it still leaves the 8 MBs.
 
its for the extended partition. windows doesnt make a primary partitition. 8mb is the smallest unformatted space you can have in and extended partition. alas i too want those 8mb, but am too lazy to format it the right way
