Aerogate II unexplained issue

So I just installed my new Coolermaster Aerogate II, nice fan controller, largely seems to be good. One weird problem though. Every time I turn a fan speed down really low, it stays at that speed for a second then the controller increased the speed back up to a more intermediate speed (for my delta, 3000 rpm). I can't figure out how to stop this, and normally it wouldnt really seem to be an issue, but my cpu fan is a delta which is 55dB at full speed, so even at 3000rpm its rather annoying...

One thing that occurs to me is that it's possible this is intended as a feature, that it won't decrease voltage below a given point, because you can only make it so low and have it still be safe. However, if that's the case, why does it let me set it down that low to begin with?

If anyone has an ideas how to get around this I'd appreciate it, as my delta is still obnoxiously loud at 3000rpm :)
