advice on sff pc terminals

Hi guys, i'm new to SFF systems and such and i'd appreciate some help.
I received a task from my boss to do a "research" on possibilities regarding SFF.

Basically there will be 3 types of terminals (well it's more like the most important factor), but it could very well be 1 i guess.

1) low-cost terminal - working PC terminal with as low price tag as possible, performance is not an issue (i guess even P3 with 128MB RAM would do fine).
2) silent terminal - no fans at all, passive cooling only (using external adapter for PSU?, can P4/Athlon(XP/64/Sempron...) be passively cooled?)
3) mini terminal - with the smallest dimensions possible (VIA Epia-N?)

Any suggestions are welcome. As these will be terminals, the only needed components would be the case, motherboard (with integrated gfx,snd,lan) and RAM (no HDD or other components are required).
