Advice On Camera

I'm looking to purchase a camera that has the following:

motion sensor
battery operated
has to record video and not photos
can either record to SD card (or send wireless signal) about 50 feet

I park my car in front of my house and one of my neighbors backed up into it and didn't even tell me or leave a note on the car. I walk towards my car and see that the front bumper is hanging off (so I know it was done while the car was parked because I would have seen it when getting out of the car earlier) and there are scratches on the lower left bumper and the way they are angled suggests that my next door neighbor backed up SUV right into it while turning his steering wheel to the left.

I would like to put a video camera inside the car and have it set to motion only so I don't have to watch hours of footage.

you need to file a police report. That is a douche move and a hit and run is a serious crime. See if you find a neighbor with that damage on your car and report it.

BTW you can get any type of hunting camera to do the job. That is a pretty niche market so a specific forum for security might be better
