Are there any ill effects of increasing the 3.3v rail over the long term? I'd like to pump 3.3v at the most through my RAM, so I'd need to adjust it up to 3.4-3.45. Also, does anyone have a write-up or guide for doing this on the PCP&C 510's?

You could cook your memory controller, PCI devices, etc. They all use the 3.3V rail.

If that's the case, how do I go about getting the voltage?

Does your mobo offer DIMM voltage adjustments?

Yes, but I can only as high as the PSU is able to feed it. The most it recieves at this point, without adjusting the pots, is 3.15v actual vdimm, regardless of whether I set it higher.
