Adding a second IDE HD

I have an extra 40 GB IDE hard drive. To install it, do I just wipe it clean, and install it, and set it's jumper to slave, and the main HD to master? Also, once I do that, do I just go into windows, right click the second HD, and format it? If anyone could help, it would be greatly appreciated.
