Active X problem... failed to regsvr32 initpki.dll

I have been having a problem with Active X. When I run windows update I get and error that says "Windows Update has encountered an error and cannot display the requested page. You may find the following resources helpful in resolving the problem:" [Error number: 0x80096010] . So I attepmted to register the .dll's but when I typed "regsvr32 initpki.dll" I recieved an error message that stated "DllRegisterServer in initpki.dll failed Return code was: 0xc0000005" What can i do to fix this problem?

By the way I am running Windows XP.
