Active content was blocked on every page.

I work at a helpdesk and lately we have recieved serveral calls about an "active content was blocked" window that comes up on every single page. One person that brought in their laptop we were able to create a new windows profile and that solved the problem but we don't like to do this for every caller that has this problem. Does anyone know of a cause or a fix for this problem?

Maybe a security setting that SP2 activated? "Active content blocked" sounds like a good thing to me, since it's usually spyware.

we have gone through all the security settings and found nothing to fix the problem. We have also run every spyware program in existence.
