Abit VA-20 boot problems

I recently purchased a Abit VA-20 motherboard from Chiefvalue and set up a cheap machine for a friend. I bought a PC3200 512mb stick of PQI ram, AMD Sempron 2500 thoroughbred 333mhz, and I also threw a Western Digital 60gig I had laying around in it. The first problem I encountered was with even getting the machine to power up. After having a friend help me get it to boot with a jumper and switch I came to conclusion that the panel where all the case connectors go must have been bad. So, I sent the mobo back and ordered the same one, since I have some faith with Abit.
Now once i got the new board in, it will power up just fine, but nothing will show on the screen. It does have onboard video, but it shouldn't be the problem. I tried to test different ram in it, switched dimm slots and everything still no go. I tested it with a video card, still no go. I have no idea where to go from here...any help would be appreciated.
