since DDR3 has a lower power consumption than DDR2, does that translate to a "cooler" card? the passively cooled sapphire HD 5450 DDR3 above has a DDR2 version and i'm wondering how that translates to heat output.

It's minimal at best. I wouldn't worry about it personally.
 
Is it actually lower power, or just lower voltage? I'm asking because according to preliminary results DDR4 will end up using more power despite its lower voltages due to the faster speeds at which the ram chips are operating at.
 
I suspect faster memory allows more gpu activity, resulting in more power use. If demands on gpu are low I would expect power useage to remain low, whether DDR2 or 3. or 5.
Reccommendations I've seen are if prices are close go with faster memory.
Supposition, still feeling out facts from advertising myself.
 
Keep in mind that while a PCIe 2.0 card is compatible with 1.0, the 1.0 slot will constrain the card to 1.0 speeds. For most cards, this is not an issue since they do not saturate or fully use the 1.0 bandwidth. But top end cards will be limited by it.

With respect to memory power usage, keep in mind that a stick of memory uses about 3 watts of power compared to a video card using 200 - 300w. Small changes in video card usage will swamp major changes in the requirements of memory.
