Well a huge variable is going to be what sort of overclock you are able to achieve with your Q6600. The stock speed of 2.4Ghz is probably slow enough to start holding you back in some things, but if you get it to at least 3.2 or faster then you should be good to go.

The SSD would be a good upgrade but if you play any games *at all* the first thing I would upgrade is that 8600GTS as that wasn't exactly a fast card even when it was new.
 
The X25-M is a SATA 3.0Gb/s drive, so it will work fine.

Which programs are you using that are making you consider an upgrade?
 
Truthfully, you don't have to go with Windows 7. And I believe that an SSD, especially the 160GB X25-M is overkill for the tasks that you would be using it for.

The new WD5000AAKS (Caviar Blue) and Samsung F3 HD502HJ are single-platter 500GB drives that would run circles around your current setup. Plus, they're each available for $55. I recommend trying one of them out first.
 
But there's no reason not to.

For all intents and purposes, Windows 7 is practically Windows Vista v1.5. If you have a working Vista setup and you have the latest Service Pack installed, there's no need to spend the extra money just for a new Windows 7 license.
