i believe the nb is running in straps. each strap has its own timings (just like spd with ram). when u reach near top frequencies within a specific strap, the board starts to be unstable. moving to a new strap will automatically loosen the timings and make the nb more stable, but reducing performance slightly. this should explain the 'overclock seems to fail for specific FSB ranges' question.

if you were eg aware the mobo did 450FSB with another cpu and now it doesn't it's a CPU FSB wall not the mobo's, with current motherbaords all being capable around 500FSB margin it's getting harder and harder to clock the CPU's at these insane speeds... alo note that eg 2mb cache versions overclock better than their 4-8mb counterparts...
Also for the motherboards it all depends on the memory controller mostly on the NB ( for Intel Core 2 duo mobo's) in combination with the divider/strap set for the ram... some mobo's don't run stable not even with 400FSB due to an inproper divider selection eg P5K DLX runs best with 1:1 divider , so to reach high FSB you need good clocking ram...
Overclocking is no longer just a way of upping voltages and FSB it's becoming a science
