A question about two fans....

i just bought two 8cm X 8cm fans by zalman(zm f1)-they told me that they were silent.
These two fans have two modes:silent mode working at 1700 rpm and normal mode working at 3000 rpm.
The problem is that they are working always at 3000 rpm making too much noise!
Does anyone knows what i have to do to make them working at 1700 rpm(silent mode)????
 
you use the zalman fan tail thing that they come with, its got two white plugs and two black plugs iirc
 
i connected with a connector of 5 volt and the fans are turning slower.(previously i had connected them with a connector of 12 volt.)
is that right?
 
i think thats how it works, and i agree 3000 rpm isnt quiet, i never run any of my fans past 2600 rpm, 2600 is pretty not quiet but 3000 is loud
