A problem with a 9600XT on a regular TV

The display is blurry and hard to use (but of course that's because it's an old TV) however, there is constant a white line, followed by areas of brightness floats up the screen continually. It really gets annoying if the TV is on proper brightness.

Is this my TV or my video card, and if so, can upgrade the video card's bios? Thanks.
 
might be both.

i have yet to see a tv out that's very good. usually text will be unreadable and there might be "glitches"

edit: that sounds like it's just the tv "refresh"
ie. if you look at a computer screen or tv on tv or camcorder you'll see that scrolling up or down.
