A basic cooling question - when?

When does it become useful to add cooling facilities for RAM? Is a need for this action dictated by ambient case temperature, RAM frequency or other circumstances? Is it, perhaps, only worth worrying about if overvaulting the RAM?
 
As far as i'm concerned, you wouldn't need 'extra' memory cooling unless you plan on pushing the memory to said limits to where the the voltage is causing the RAM to put off more heat than would seem safe enough to run at 24/7.
 
Say your memory is rated to run at 2.0v and you OC requires you to push the voltage to say 2.3v to get it stable then you may want to get some added cooling on it just in case heat becomes an issue and to protect your warranty too. Many sticks these days come with EVP or extended voltage protection, that mean the rated volts could be 2.0 and EVP=2.3v in which case you'd be coverd up to 2.3v under warranty so then in theroy you would not need extra cooling until raising volts above that. Of course there's the issue, heat kills, so to extend life keep it cool in which case a fan is good at any volts applied.
