980Ti GPU clock stuck at 963Mhz

Can someone help me out. When i play games my 980Ti Classified GPU clock seems to be stuck at 963Mhz. Reported by EVGA Precision and GPUZ. BF1 and GTA5 have the same issue. Any ideas why this may be happening?

Temp never went above 68 degrees.

Do you have it set to optimal performance in the Nvidia Control panel? Are you running full screened? Is Windows set to optimize power usage?

I went to check the Nvidia Control Panel, and a new driver install defaulted it to "Optimal Power"

Changed that to "Prefer Max Performance" and now back to my 1475Mhz Overclock.
