That setting is factory-set according to the location where the card had been distributed in. If, for example, you're in the US, it's set to NTSC as a default. But Europe uses PAL as their TV standard, and you'll only need changing that to PAL if you're moving to Europe and you're going to view the PC's output on a television set over there.
