I run a Barton 2500+ with my Radeo 9800 Pro. Is the processor causing a bottle neck?
 
No, the processor is far more powerful than the GPU, and the AGP bus bandwidth between them is considerably greater than the Radeon is capable of using.
 
If you have your Radeon set to the 8X bus speed, it's probably not even using the full capability of AGP 4X most of the time. Depending on the game, you could be either CPU or GPU bound but your setup is perfectly fine
