9800 pro 128mb problem

I have a 9800 pro in my brothers computer...for 2 days he's been hitting little lag spikes that last for half a second or a second...it couldn't be the server because his ping was low (playing counterstrike 1.6). We tried playing on another server and again it did the same thing...we have the newest omega corner drivers but the drivers before the new ones, it was still doing the same thing. Can anyone help me on this?
 
Try playing a singleplayer game (CS with bots or something) and see if it still lags...I have a feeling it your internet connection.
 
In the advanced settings under OpenGL or Direct3d turn off any AA or AF that is on. Or the servers you're playing on are stressed.
