9800 aiw won't post

The computer is in the sig, and here are the important specs: mpx2 rev. 1.2, dual xp 1700 @ 2400, antec 550W, radeon 9700 pro

When I put in the 9800 aiw it will not post, it just gives me one long beep followed by 2 short beeps. This motherboard will not let me flash the bios so it is still on june 12 2002 bios. I wonder if this could be the problem since I tried the card in a different computer with a 300w power supply and it worked fine. I also tried unplugging everything but the cpu fans, the vid card, and the mobo power and it still didn't work. Any ideas? Will Iwill let me buy a new bios chip?
