9700pro underclock?

Hi this is my first post!! Long time reader, 1st time poster :)

Okay.. so this is the situation, i recently bought a refurbished sapphire 9700pro from newegg and the clock and memory speeds are 276.75mhz and 270.00mhz respectivly. But as i was reading along i had found out that the stock speeds are 325/620mhz. Also when i try to change the clock and memory speeds to the correct settings, my video gets messed up badly(tons of artifacts)

So i need to know, is it because i have a refurbished card?
 
wow crap.. i just realized i might have a 9700 nonpro, but newegg sold it as a pro... :(
