9700pro running way too hot

ok i have this old 9700pro and i have an vga silencer for it... but the damn vpu keeps heating up... well it did it so much today i decided to get to the bottom of it... i found out that this metal tab is the only hot piece on the entire card (significantly hotter than anyother piece) any ideas on what it is and how to clamp down the problem?

 
Sweet pic. I'm going to guess it's a voltage regulator and you should buy an old amd k6-2 heatsink or something and attach it via arctic silver thermal adhesive. Or if you're not crazy just buy a 4-pack of bga sized ram-sinks and stick them on there.
 
Or just make sure the case fan near it is working properly, that will move enough air across that to cool it sufficiently.
