I did a forum search and didn't really find any specific answers for what I was looking for.

1st: What vga cooler should I use for the my card? I heard that the vantec Iceberq 4 is good for the 9600 and 9800 but not specifically the 9700.

2nd: Can you make the 9700 into a 9700xt? Is that jsut limited to the 9800?

3rd: What RAM heatsinks should I use?

Artic Cooling VGA Silencer + Vantec copper ramsinks should be a very excellent combination.
You can make it better if you will put some AS5 on the core.
 
Thanx for the suggestion. I was looking on newegg and found the Thermaltake Extreme Giant 3 VGA Cooler. Is this jsut over kill for my card is it worth the money? Thanx again.

1) VGA silencer and any kind of copper ramsinks should do just fine.

2) You can only o/c a 9700 to 9800XT speeds; it can never be flashed, and it's unlikely a non-volt modded card will go this high.
 
I got my card to 425-35mhz on the core (game/bench) and 350-360 (370 if its really cold)mhz on the memory (game/bench).

AS you probably know by now, cooling is VERY important in these VERY hot series of video cards. When I was on air cooling I could hold my hand over the card 6in up and feel a stream of hot air coming off the card. The caps get hot, the memory gets hot, the core gets hot, the chips get hot. Here's what I suggest, if you insist on air cooling ( I would suggest water, like me. With the same voltage it got me another 20mhz on the core.)

If you want 9800xt speeds you're gonna have to do a voltmod except in very rare instances. Do the SMD grabbers trick, takes about 30sec and is EASILY reversable (just unclip them from the card). I'm not joking, easist volt mod ever.

Set the mod to 1.7V on the core.

8x OCZ/Vantec/Frozen CPU Monster copper ramsinks. Stay away from tweakmonster. They're overpriced and perform worse than the others.

There's your 9800xt speeds. Total time should be around 15min, Total cost should be around $35 for everything including mod parts.

TIP: Mod your psu to increase the 5v line. This will make the card run MUCH cooler and overclock much higher (20mhz in some instances). The temp of the caps on my card dropped 15C when I upped the 5v line from 4.95v to 5.2 on my old antec.

whatk ind of psu do you have and I'll give you a link ;)

edit: I should be clear though that the heat of the core and memory is the #1 thing to take care of here...The psu mod (also very easy but a bit more involved) may only yield a few mhz increase or nothing at all if the core and memory are still blazing hot.
 
time for a new psu. A mod I wrote a guide for will probably work however you won't be overclocking that thing worth beans with a normal 350watt psu. It will probably blow up. And you can forget about any vmods with it. Here's a few suggestions.

Fortron 350watt if you are REALYL REALLY REALLY on a budget. Will outpower generic 600watters and antec 550watters.

You're not going to get very far in your overclocking adventures with a generic psu. In fact I bet if you buy the fortron 530 or pcp&c, you will see an increase in your cpu, memory, and video card overclocks. I did.
 
Heh, guess I'm still a noob to computers afterall :). Didn't realise PSU's had such a huge factor in overclocking. I'll defenitly be getting a new one soon.

also, for my input, I removed the stock HSF, removed the shim, and used AS5 + Thermaltake Giant III. I'll post some speeds later.
