9700 pro cooling

VGA Silencer seems to do a good job. Each one takes up a PCI Slot so pick which ever suits your fancy

space isnt the issue I just need to know wich is the most effective means of cooling the card

They both do a great job so I would go with any of them. If you want to know more...Google

I'd go with the Zalman, the horror stories of the VGA silencer are what scare me away from it.

If you've built your own computer, you can install the VGA Silencer. Heck, I even removed the shim for good measure. My card is chugging along at 370MHz on the core (up from a stock 275MHz). The Zalman also takes up an adjacent PCI slot, so the point above is moot. My VGA Silencer Review

where do you get the Rev 2 VGA silencer (That has it instock)

I went with the Zalman and it works great - but I have two 80mm fans sucking air out right above it and water cooling for the CPU. Make sure you have good airflow over the Zalman if you go with it.
