9600XT Overclocking Problems *HELP

I tried using Rage3D and PowerStrip to overclock, each having these same results. My stock settings are 523Mhz core and 297Mhz Mem. With OverDrive enabled, any OC above 562 gets dropped down, so basically I cant go above that. That's not the big problem though. With OverDrive disabled, I can OC just fine, but, with no increase or even a slight decrease in performance. My 3DMark01 score was 9555 with stock settings and 9300 with 562Mhz core and 310Mhz mem. When I overclock even a little or when I overclock a great amount (80Mhz or more on the core), I still get the same results: either no increase or sometimes even a slight decrease in performance. Any suggestions as to why this could be happening? Thanks in advance.
 
Ok, I just tried that with the same results as before. Doesn't seem to change anything at all. Any other suggestions anyone?
